What Do We Do?

Behavioral Management, LLC provides therapeutic and relief services to people with intellectual, behavioral, and emotional disorders.

We offer a strength-based proactive approach developed by the founder, Neil Quatrano. Neil has combined many years of experience with his training in Cognitive Behavioral Therapy and the Nurtured Heart Approach. He has formed an approach called “The Toolbox Approach©”. This is taught to all staff members and used across all programs offered. Our highly trained and screened staff share Neil’s passion that each person served is able to meet their personal goals and be productive members of their community.

Neil Quatrano


Neil Quatrano is the founder of Behavioral Management which was established 21 years ago with the support of his wife. Neil has an undergraduate degree in Special Education and minors in art and psychology. He went on to pursue his master’s in social work.
Upon graduation from his bachelor’s degree in 1990 he began his career work with the private organizations providing direct care to adults with developmental disorders. He quickly moved into management positions. From there he went to work at Yale Psychiatric Institute where he held a number of positions from milieu counselor, admission’s coordinator to utilization review coordinator.
Neil’s interests then took him to providing in- home care to adolescents with behavioral and emotional disorders. After a number of years Neil, with the support of his wife, opened Behavioral Management, LLC. They identified some areas of interest that they thought would complement the existing services at the time.
Neil and his wife were always open to hear from the community where the gaps were and often times would try and fulfill the needs of the families they served. In addition they opened their home to many foster children throughout the years.
Neil and his colleagues developed an approach when they started BM,LLC which today is called the ToolBox Approach. It is an eclectic combination of Cognitive Behavior Therapy and The Nurtured Heart Approach. This has served to assist Neil to enhance the quality of lives of the people he and his team serve.

Lisa-Marie Ortega

Executive Director

Lisa hails from Waterbury, CT and was previously the Quality Assurance Manager at BMLLC up until 2018. Since then, Lisa was the Director of Planning and Development and DDS Programming at The Hispanic Coalition in Waterbury. Lisa has approximately 20 years of experience working with persons with disabilities and brings a unique set of skills and strong commitment to the DDS community. She is a certified American Red Cross CPR Instructor, DDS Abuse and Neglect Investigator, and Licensed Community Health Worker.

Meet our Team

Amber was born in Derby, CT but grew up in the Clinton, Killingworth section of the state. Amber is married with two children, one of which has Autism.
Amber started her career at Behavioral Management when she was still in high school in 2009. She then left to pursue another career path but returned in 2016 as a Direct Support Professional. In 2018 Amber joined the administrative team as an Assistant and Quality Assurance Monitor.
Amber is now the Executive Administrative Assistant at BMLLC and is the first face you see when entering the building. With her positive disposition and generous nature, Amber sets the tone each day as participants arrive for program

Jamel Jacobs

Program Co-Manager

Jamel Jacobs hails from Bridgeport, CT and is a Program Co-Manager with BMLLC. Jamel has been with BMLLC since July 2018 and was previously a Direct Support Professional. Jamel has 15 years’ experience working in both Residential and Day program settings. When he is not helping run the program, Jamel is also a photographer and videographer in his spare time.

David Hill is from Hamden, CT and has been with BMLLC since May 2014. David was previously a Direct Support /Lead staff and has over 10 years’ experience working in both Residential adolescent group homes and Day programs . When not working with BMLLC, he spends a lot of his time with his family.

Debra Perez

Quality Assurance Manager

Debra was born and raised in West Haven, CT. She has 3 children and 2 grandchildren which mean the world to her. Debra started her career at BMLLC as a Direct Support Professional in 2014. She quickly advanced to Administrative Assistant in 2015. Debra then moved to Florida in 2020 and continued working with the agency remotely. Debra has now become the Quality Assurance Manager for BMLLC. She loves working for this agency and enjoys helping the individuals that attend. Debra is truly a success story!
